At the plenary session of the Chamber, on the morning of the morning (12), 467 votes against the 15 amendments were approved, which would change the pension reform in order to provide more smooth retirement rules for a number of police custody. It was also a retention.
The amendment, backed by the party of President Yaer Bolshonorau (PSL), creates an alternative rule with a lower minimum age for members of those categories.
They are helped by the police correction:
- Federal police;
- Federal Road Police;
- Federal Railway Police;
- Legislative police (Senate and House);
- Civilian Police of the Federal District.
In addition, federal penitentiary and socio-educational agencies are promoting measures.
The approved amendment does not apply to state police (military, civilian and state firefighters), as state and municipal officials were excluded from the reform.
The changes suggest that the minimum age for these categories is 53 for men and 52 for women, provided that the citizen completes the additional period of contributions, corresponding to the time which, when the new pension plan enters into force, reach the time of the contribution of the supplementary law of 1985 (fee in in the amount of 100%).
In this law, the time of contribution:
- 30 years of contribution, at least 20 years in the police, for men;
- 25-year contribution, at least 15 years old as a police officer, for women.
The rules are mostly helping the police, who are close to retirement.
The basic text approved on Wednesday (10) sets a minimum age of 55 years for both articles, with at least 30 years of contribution, and 25 years for functioning, as well as for both.
These two rules stipulate that these police officers have the right to integrity, that is, the right to retirement with income equal to the last salary.
Social Security reform spokeswoman Samuel Moreira (PSDB-SP) and the government's economic group opposed the adoption of this amendment in favor of the police. Last week, a special commission that considered the reform, canceled the proposal of this content.
After the refusal of the commission, the police protested, calling Bolsonaro, PSL, and the government's leader in Congress, Joice Hasselmann (PSL-SP), from the "betrayers."
PSL leaders even said they would not make corrections in favor of the police, but they supported the text proposed by Podemos, which was approved after a compromise between the government and the leaders of the center.
President Yair Bolsonoro personally participated in creating a clearer police rule. With regard to this issue, most of the ranks even went so far as to say that the government had shaken by sending the PSC of the Pension Reform to Congress.
The changes were also supported by the opposition parties who have already voted to make such an amendment to the special commission. As a result, the number of privileged votes was the largest of all votes in the plenary session.
This was the second change approved by the parliamentarians in the basic text, which was approved last Wednesday (10). Before the change of the police in the police, an amendment has already been approved at the plenary session, which modifies the rate for calculating the value of women's pensions and promotes the widows who receive pensions.
In the course of the voting on the illusions that benefited the police and other categories of public safety in the Union, the only party that was voting against the text was new. The new lava even contributed to the majority of "no" votes: it gave 8 out of 15 votes against the text.
The MDB parties, Avante, Citizenship, Patriot, PCdoB, PDT, PL, PMN, PODEMOS, PP, PRB, PSB, PSDB, PSDB, PSOL, PTB, Network and Solidarity voted for all their voice in favor of the text. That is, the amendment mobilized positive votes from the parties of the Center, independent and from the opposition.
DEM, PROS, PSC, PT, PV have recorded opposite voices.
Already in PSL, the party of President Yair Bolshonoro, was detained.
